Binh, 50, holds a bachelor's degree in international economics and a doctorate in economics. Before joining the Central Organization Commission in mid-2013, he spent 11 years at the National Academy of Public Administration.

Speaking at the ceremony, Le Minh Hung praised Binh's comprehensive training, strong ethics, experience, and capabilities. Throughout his career, Binh has consistently demonstrated a high level of responsibility, particularly in organizational restructuring, streamlining payroll, and developing the two-tiered local government model.
The Central Organization Commission advises the Party Central Committee, and directly and regularly advises the Politburo and the Party Secretariat on Party building and political system development. It also serves as the central agency specializing in cadre and Party member organization and internal political security.
The head of the Central Organization Commission is Le Minh Hung. The eight deputy heads are Hoang Dang Quang, Nguyen Quang Duong, Nguyen Thanh Tam, Pham Thi Thanh Tra (concurrently Minister of Home Affairs), Nguyen Thanh Hai (concurrently Chairman of the National Assembly's Committee for Deputy Affairs), Do Trong Hung, Phan Thang An, and Nguyen Thanh Binh.
