On December 5, the Phong Nha commune People's Committee reported that since early October, authorities had instructed residents to confine their livestock. Despite this, the problem persisted, prompting the commune to establish night patrol teams. These teams identified and impounded many free-roaming buffalo and cattle. The animals were taken to a designated enclosure; owners must retrieve them and sign a violation record.

The commune's inspection team stated that free-range grazing has been a long-standing issue. Livestock frequently wander on roads and in public areas, affecting urban aesthetics and tourist safety. Phong Nha attracts nearly one million visitors each year, and several traffic incidents have resulted from buffalo and cattle roaming on the roads.

According to Decree 144/2021, allowing livestock to roam freely in public areas incurs a fine of 300,000 to 500,000 VND. Animals obstructing traffic or endangering others also face similar penalties.
