Construction ministry aims to contribute over 20% to Vietnam's GDP

The construction sector strives to directly contribute more than 18% to Vietnam's GDP by 2025 and over 20% in subsequent years by promoting infrastructure investment, developing smart cities, and reforming institutions.

Speaking with VnExpress ahead of the Construction Ministry's Party Congress for the 2025-2030 term, Minister Tran Hong Minh said that in addition to the direct contribution, the sector creates spillover effects in areas like manufacturing, consumption, and services, estimated to generate an additional 4-5% of GDP.

To realize this goal, the Ministry has identified key tasks, including promoting institutional reform, completing the legal framework, decentralizing authority, and simplifying administrative procedures to facilitate infrastructure development.

Minister Tran Hong Minh said that in the coming period, the construction sector will implement a series of strategic transport projects to form a synchronous and modern national infrastructure framework. The goal is to have at least 5,000 km of expressways by 2030; commence the North-South high-speed railway and international rail links such as Lao Cai - Hanoi - Hai Phong, while also developing urban railway systems in major cities.

Many key infrastructure projects are also underway, such as Long Thanh Airport phase two, Vinh, Phu Quoc, and Gia Binh airports; seaport systems in Lach Huyen, Nam Do Son, Cai Mep - Thi Vai, and Lien Chieu. The Ministry also aims to expand inter-regional and inter-provincial roads and promote intermodal transport to reduce logistics costs and enhance national competitiveness.

Along with technical infrastructure development, urban areas will be oriented towards green, smart, and climate-resilient models. Underground spaces in large cities will be utilized more effectively, combined with investment in water supply and drainage systems, waste treatment, and flood control, which are under great pressure in the context of rapid urbanization.

According to the Minister, the social housing program is also a key focus for the next term. The Ministry of Construction aims to complete 1 million apartments by 2030, ensuring essential housing needs for workers in industrial zones, the poor, and low-income earners in urban areas. The average floor area per person in urban areas is expected to reach at least 32 m2.

The Construction Minister said that during the 2020-2025 term, the Ministry submitted to the National Assembly several important laws, such as the Law on Housing, Real Estate Business, Roads, and Urban and Rural Planning. More than 440 legal documents were issued, contributing to creating a legal framework for investment, decentralized management, smart city development, and digital transformation. For the first time in history, the ministry completed the formulation of five national-level sectoral transport plans.

The Ministry commenced 93 projects and completed 83 transport and construction works. By the end of 2025, the entire eastern expressway from Lang Son to Ca Mau is expected to be substantially completed, bringing the total length of expressways in operation to about 3,000 km. The Long Thanh Airport project has completed the foundation, passenger terminal, and key technical infrastructure packages, aiming to complete phase one in 2025.

In addition, the Ministry submitted the North-South high-speed railway project for approval after nearly 20 years of research; accelerated preparations for the Lao Cai - Hanoi - Hai Phong, Bien Hoa - Vung Tau, Thu Thiem - Long Thanh, and Hanoi - Can Tho projects to increase transport capacity and inter-regional connectivity.

In the housing and real estate market sector, the country is implementing more than 690 social housing projects, equivalent to more than 633,000 apartments. Nearly 124,000 houses have been supported for new construction or repair for people with meritorious services, poor and near-poor households. The Ministry has also resolved difficulties for 136 out of 788 real estate projects facing challenges.

Minister Tran Hong Minh said that for the resolutions of the next Party Congress to be truly effective, the entire sector needs to effectively implement the growth scenario, focusing on economic efficiency and the satisfaction of people and businesses. "Every official and Party member, regardless of their position, needs to clearly understand their role and responsibilities, contributing to the mission of building a breakthrough nation in the new era," he said.
