On 12/8, the Da Nang People's Council approved a resolution stipulating allowances for non-professional staff in communes and wards following the administrative unit rearrangement.
Accordingly, each person will receive a monthly allowance of 1.5 times the base salary (including social and health insurance). The base salary in 2025 is 2.34 million VND/month.

The city will also provide additional support based on qualifications and location, calculated according to the previous rates of each locality before the merger. In the communes and wards formerly belonging to Da Nang, the additional support coefficient is 0.36 times the base salary for intermediate-level qualifications; 0.6 times for college; 0.84 times for university; and 1.17 times for master's degrees. In areas formerly belonging to Quang Nam, the coefficient is 1.01 times for university degrees and above, and 0.87 times for qualifications below university level.
This policy applies until 31/5/2026 to ensure income and equity during the transition period.
Since 1/7, after merging with Quang Nam province, Da Nang has 93 communes and wards, and one Hoang Sa special district. The number of non-professional staff in communes and wards has decreased from over 3,000 to 1,335.
