The Da Nang People's Council has passed a resolution authorizing commune-level People's Committee chairmen to delegate document certification to civil servants, as per Clause 8, Article 14 of the 2025 Law on Local Government Organization.
Under the resolution, authorized civil servants can perform various certifications: Copies of original documents from domestic and international organizations; signatures on documents (including thumbprints or if the requester cannot sign); signatures of translators on documents translated between Vietnamese and foreign languages.

Civil servants can also certify contracts and transactions involving personal property, land use rights, and housing; wills; documents refusing inheritance or inheritance division agreements; inheritance declarations; amendments, supplements, and cancellations of contracts and transactions; error corrections; and issue certified copies of already certified contracts and transactions.
Authorized civil servants must have a law degree or higher and at least 3 years of experience in the legal field.
This new regulation aims to expedite processing and assist residents, as over 50% of administrative procedures at the commune level involve certification, with many requiring same-day results. Commune-level People's Committee chairmen currently manage, administer, and directly process documents, resulting in a heavy workload and significant pressure.
After merging with Quang Nam, Da Nang City now has 70 communes, 23 wards, and the Hoang Sa special district, with the administrative center located in Hai Chau ward. Da Nang City now spans over 11,800 km2, making it the largest among the 6 centrally-administered cities, with a population of over 3 million.
