Dau Giay - Tan Phu expressway proposed for full 4-lane expansion

Investors propose expanding the Dau Giay - Tan Phu expressway from 17 to 24,75 meters and adding emergency stopping lanes, increasing the projected total capital by over 2,400 billion dong.

The Truong Hai - Son Hai consortium recently proposed to the Ministry of Construction an adjustment to the investment policy for phase 1 of the Dau Giay - Tan Phu expressway, which is being developed under a public-private partnership (PPP) model.

The initially approved plan for phase 1 involved constructing a 60 km expressway with four lanes and a roadbed width of 17 meters, lacking emergency stopping lanes, and designed for a speed of 100 km/h. While sections involving weak soil, deep excavation, high embankment, interchanges, emergency stop areas, and bridges were to receive full-scale investment, the complete expansion to four lanes with emergency stopping lanes and a 24,75 meter roadbed was reserved for a later phase. The design speed would remain 100 km/h.

The Truong Hai - Son Hai consortium now proposes to implement the full-scale investment immediately in phase 1. This would involve expanding the roadbed by an additional 7,75 meters and incorporating emergency stopping lanes. Furthermore, adjustments to some intersections and the Tan Phu interchange are suggested to improve connectivity, addressing local requirements.

Should this proposal be approved, the preliminary total investment for the project is estimated to rise from 8,365 billion dong to 10,773 billion dong, an increase of over 2,400 billion dong. The capital to be arranged by investors and the project enterprise would increase from 7,065 billion dong to 9,343 billion dong, while state capital would see an increase from 1,300 billion dong to 1,430 billion dong.

Under the current schedule, construction is set to be completed by 8/2027, with the expressway becoming operational in 2027. The investor indicates that adopting the full-scale construction would necessitate an extension of the project timeline to accommodate the additional work.

The project has completed its survey phase. Contractors have already been selected and contracts signed for the construction and equipment installation packages.

The Dau Giay - Tan Phu expressway represents the initial 60 km segment of the approximately 200 km Dau Giay - Lien Khuong route. It will connect the Ho Chi Minh City - Long Thanh - Dau Giay expressway with the Tan Phu - Bao Loc route.

Upon its completion, the expressway will form a vital transportation axis linking Ho Chi Minh City, the Southeast region, and the Central Highlands, simultaneously helping to alleviate traffic congestion on National Highway 20.
