The Dong Nai Department of Industry and Trade reported that two gas stations at a rest stop in Xuan Que commune ceased operations on 24/1. This closure resulted from expired operating licenses and an ongoing civil dispute, which has stalled the re-issuance of their retail eligibility certificates.
This disruption has impacted the fuel supply on the crucial expressway, potentially affecting vehicle traffic, particularly during peak travel periods such as the upcoming Tet Nguyen Dan (Lunar New Year) in 2026.

To ensure a continuous fuel supply, Dong Nai urged the Ho Chi Minh City and Lam Dong Departments of Industry and Trade to instruct major traders and fuel distributors to proactively manage their stock and adjust output. This aims to support retail gas stations in areas adjacent to the expressway.
The province also requested both localities to bolster the network of gas stations along connecting roads and expressway ramps. Concurrently, they are asked to collaborate on publicizing information, advising transport companies and residents to refuel before traveling on the Ho Chi Minh City - Long Thanh - Dau Giay route.
The Ho Chi Minh City - Long Thanh - Dau Giay expressway, spanning 55 km, sees daily traffic of approximately 60,000 to 70,000 vehicles. It is one of the five expressways linking Ho Chi Minh City with Nha Trang. Previously, the only rest stop with a gas station on this entire route, specifically on the Ho Chi Minh City - Dau Giay section, was a joint investment by Vietnam Expressway Corporation (VEC), Thai Son E&C Joint Stock Company, and Chau Thanh Petroleum Trading and Service Company Limited.
During its operation, disputes arose between the investing parties, leading to legal action. On 8/12/2025, the People's Court of Area 1, Ho Chi Minh City, imposed an urgent temporary measure. This order mandated the preservation of the rest stop's asset status until a final ruling, rendering the two gas stations ineligible for license renewal. Consequently, they have been out of service for over 17 days.
Following this, the Dong Nai Department of Industry and Trade reported the situation to the Ministry of Industry and Trade, seeking assistance for fuel supply solutions in this unique circumstance. However, the Domestic Market Management and Development Department clarified that it lacks the authority to issue or renew retail fuel certificates. It advised the Dong Nai Department of Industry and Trade to report the matter to the provincial People's Committee for consideration and a decision in accordance with regulations.
Earlier, on the morning of 11/2, two new gas stations commenced operations on the Vinh Hao - Phan Thiet expressway (in what was formerly Binh Thuan province), serving vehicles on the Eastern North-South route. This development has partially alleviated fuel pressure on Southern expressways. However, the Ho Chi Minh City - Long Thanh - Dau Giay section remains without any operational gas stations.
