On 22/11, the Dong Nai Provincial People's Committee sent an official letter to the Lam Dong Provincial People's Committee. The letter requested coordinated information regarding flood discharges from upstream hydropower reservoirs. This proactive measure aims to enable Dong Nai to understand potential risks and implement timely response measures.
This request follows significant damage in Dong Nai, where approximately 600 hectares of rice and crops were inundated due to a broken embankment. The damage occurred when upstream waters surged, attributed to an unannounced flood discharge from the Da Nhim - Ham Thuan - Da Mi hydropower reservoir. This facility, located in Lam Dong province, failed to notify Phu Hoa Commune People's Committee and Dong Nai province before releasing water.

To prevent similar future losses, Dong Nai has urged Lam Dong to instruct its relevant departments to promptly provide information on reservoir flood discharges.
Additionally, Dong Nai sent official letters to hydropower plants operating on its river systems, including the Dong Nai, La Nga, and Be rivers, as well as various streams. These letters require the plants to review their operating procedures, coordination regulations, designate responsible contacts, and timely announce their flood discharge plans.
Particular emphasis was placed on the Da Nhim - Ham Thuan - Da Mi hydropower plant, situated upstream of the La Nga river. This facility is required to supply timely information for warning purposes. Such warnings would enable authorities and residents to proactively evacuate, respond effectively, and mitigate the consequences of natural disasters.

The recent heavy rains in Lam Dong province have necessitated flood discharges from multiple hydropower reservoirs. These include facilities on the Dong Nai river cascade, such as Da Nhim, Dai Ninh, Dong Nai 2, 3, and 4, along with the Da Mi reservoir on the La Nga river. The resulting floodwaters flowing into Dong Nai have inundated hundreds of homes and extensive crop areas downstream.
