According to investigations by Road Traffic Police Team No. 2 of Hai Phong City Police, around 22:20 on 26/7, the 26-year-old driver was operating a car on an inter-ward road, traveling from Kien Phong residential group towards Hoang Mai group in An Hai ward. Nearing house number 397, the driver encroached on the opposing lane, colliding with a motorbike operated by Phan Khac Son, 34, who was transporting his wife and two young children, aged 4 and 7, in the opposite direction.
The impact caused all four occupants of the motorbike to fall onto the road. While Son and his wife were helping their two children get back on their feet, the car driver failed to stop, check on the victims, or offer assistance. Instead, the driver maneuvered past the scene and accelerated away.

A video capturing the driver fleeing after the collision quickly circulated on social media. Responding to reports received via the Traffic Police Department's hotline and the widespread social media content, Road Traffic Police Team No. 2 initiated an investigation and summoned the driver for questioning.
Police confirmed that the accident resulted in no injuries and only minor property damage. However, the driver was penalized for two violations: driving outside the designated lane, which caused the traffic accident, and failing to stop or remain at the scene after the collision. The total fine imposed was 38 million dong.
