The 31-year-old Da Nang resident gained widespread attention after a video of his quick thinking went viral on social media. On 5/4, authorities confirmed they would not fine him for stopping his vehicle, recognizing it as an emergency to save a life.
The incident occurred around 3:35 p.m. on 4/4, as To was driving his car on National Highway 1A, traveling from Hue City to Da Nang. In the Phu Loc commune area, he spotted a two-year-old girl toddling across the busy highway. Reacting quickly, he slowed his vehicle and repeatedly honked his horn to alert other drivers to the child's presence.
As the child navigated a gap in the median barrier, To immediately stopped his car, exited, and jumped over the median guardrail. He then carried the girl to safety on the other side of the road before handing her over to her mother. The section of the highway where the event took place is a four-lane road with a maximum speed limit of 90 km/h, underscoring the potential danger.
