The incident occurred around 3:35 p.m. on 4/4, as To was driving his car on National Highway 1A, traveling from Hue City to Da Nang. In the Phu Loc commune area, he spotted a two-year-old girl toddling across the busy highway. Reacting quickly, he slowed his vehicle and repeatedly honked his horn to alert other drivers to the child's presence.
