The Politburo announced its personnel decision regarding Mr. Y on the afternoon of 31/12. Mr. Y assumed his new role, replacing Hoang Trung Dung, who was transferred to serve as deputy head of the Central Organization Commission that same afternoon.

Duong Trung Y is 54 years old and hails from Bac Giang, which is now Bac Ninh. Before becoming deputy director of the Ho Chi Minh National Academy of Politics in 9/2020, he held various positions there. These included head of department at the Institute of Party Building, director and editor-in-chief of the Political Theory Publishing House, and director of the Science Management Department.

Communist Review serves as the political theoretical organ of the Party Central Committee. It operates under the direct and regular leadership of the Politburo and the Secretariat. Its functions include researching, propagating, disseminating, and educating on the Party's political theory.
