The underground parking facility, part of the 1/500 scale master plan, is located within the Phung Hung - Bat Dan flower garden. This area encompasses the existing flower garden and surrounding streets, bordered by Phung Hung street to the northwest, Duong Thanh street to the northeast, and Bat Dan street to the south.
The facility features two basement levels. Basement one will house commercial services, motorbike parking, and technical areas. Basement two is designated for a four-level automated automobile parking system and technical infrastructure.

Basement one offers approximately 380 square meters for motorbike parking, accommodating around 110 vehicles. Basement two provides about 1,584 square meters for automated automobile parking, designed for approximately 268 vehicles. Additionally, the plan allows for short-term automobile parking on the sidewalks of Phung Hung and Duong Thanh streets, with a capacity for about 35 vehicles.
The flower garden space above the facility is designed to integrate visible technical structures of the underground parking lot, including automobile and motorbike ramps, alongside green spaces, gardens, and walking paths. This area will also feature architectural highlights combined with access points to the commercial zone, playgrounds, sports fields, and radial walking paths.
The plan also incorporates amenities such as electric vehicle charging stations, e-bike parking, and technical infrastructure for a suspended transformer station, ensuring both technical requirements and urban aesthetics are met.
Specific indicators for land area, construction area, total floor area, and construction density will be determined during the investment project formulation phase. However, these will not exceed the approved architectural planning benchmarks.

According to Hanoi's Central Urban Underground Construction Master Plan for 2030, with a vision to 2050, the four old inner-city districts—Hoan Kiem, Ba Dinh, Hai Ba Trung, and Dong Da—are slated for 78 public underground parking lots. These facilities will have a total floor area of approximately 104 hectares, allowing for up to five basement levels and integrating commercial and service functions.
In past years, the city proposed constructing underground parking lots at Thong Nhat Park, Thu Le Park, and Quan Ngua Sports Palace. However, none of these projects have been implemented to date. The underground parking lot at Phung Hung - Bat Dan flower garden is the first project in the central area to receive planning approval.
