The Secretariat of the Central Committee (Ban Bi thu) decided on 21/8 to expel Tran Quy Kien, former deputy minister of agriculture and environment, from the party. This decision followed a review and proposal by the Central Inspection Committee (Uy ban Kiem tra Trung uong). The Secretariat concluded that Kien exhibited degradation in political ideology, ethics, and lifestyle. He violated Party regulations and state laws in performing his duties and in anti-corruption, anti-waste, and anti-negativity efforts. He also breached prohibitions for party members and failed in his exemplary responsibility.
These violations led to severe consequences, causing public outrage and significantly damaging the reputation of the party organization, agencies, and working units.
Additionally, Nguyen Van Dung, director of the Bac Ninh Department of Science and Technology and former secretary of the Viet Yen District Party Committee in the former Bac Giang province, and Nguyen Thi Gai, former party committee secretary and general director of Dong Nai Rubber Corporation One Member Limited Company, were also expelled from the party for similar violations.
The Secretariat recommended that relevant authorities promptly impose administrative discipline on the three individuals, ensuring consistency with their party discipline.

Tran Quy Kien, 62, from Ninh Binh, is a geological engineer specializing in oil and gas exploration, holding a Bachelor of Economic Law and a Master of Law. He served for 36 years in the natural resources and environment sector, where he held positions such as chief of office, director of planning, and director of planning and finance at the Ministry of Natural Resources and Environment.
In 11/2017, he was appointed deputy minister of natural resources and environment. Following the merger of the Ministry of Agriculture and Rural Development with the Ministry of Natural Resources and Environment in 3/2025, he continued as deputy minister of agriculture and environment, overseeing geology and mineral resources.
He directly supervised the Vietnam Department of Geology and Minerals, the Department of Digital Transformation, the Office of the National Mineral Reserves Assessment Council, and the Institute of Geological and Mineral Sciences. He retired in early 12/2025.
