On 3/3, General Phan Van Giang, Minister of National Defense, met with voters to campaign for election in Thai Nguyen province.
Presenting his action program, General Phan Van Giang affirmed he would leverage his professional experience to collaborate with National Assembly delegates in researching and perfecting the legal system, particularly in national defense. He stated he would enhance oversight and inspection of the implementation of the Party's guidelines, State laws, National Assembly resolutions, and issues of voter concern.
As a member of the Government, the Minister of National Defense announced he would continue to improve the effectiveness of state management; build a democratic, professional, and modern administration; and enhance the capacity to respond to non-traditional security challenges.
The Deputy Secretary of the Central Military Commission also pledged to build a revolutionary, regular, elite, and modern People's Army, serving as the core of national defense. He committed to establishing a strong, modern national defense to firmly protect the Fatherland in the new situation, effectively fulfilling its roles as a combat force, a working force, and a production force.
Furthermore, military agencies and units will closely coordinate with local authorities to participate in economic, cultural, and social development, integrated with strengthening national defense and security; preventing natural disasters and epidemics; and conducting search and rescue operations.
Minister Phan Van Giang stated that if elected, he would work with the Thai Nguyen Provincial National Assembly Delegation to effectively serve as a bridge between voters and the National Assembly and Government. He would promptly address local difficulties, contributing to making Thai Nguyen a modern economic and industrial center in the region.

At the conference, voters highly praised General Phan Van Giang's political qualities, professional competence, ethics, lifestyle, and action program. They also expressed their expectation that he would continue to leverage his abilities and promptly reflect the legitimate aspirations of the electorate.
Electoral Unit 1 features 4 candidates vying for 2 National Assembly delegate seats: General Phan Van Giang; Nguyen Cong Hoang, Director of Thai Nguyen Central Hospital; Hoang Van Tam, Vice Chairman of the Nam Hoa Communal People's Council; and Doctor Nong Thi Thuong from the Department of Psychiatry at Thai Nguyen Central Hospital.
General Phan Van Giang, 66 years old, hails from Hong Quang ward, Ninh Binh province. He holds a Doctor of Military Science degree, served as a Politburo member for the 13th and 14th terms, a Party Central Committee member for the 12th, 13th, and 14th terms, and a National Assembly delegate for the 15th term.
He previously held various positions in the military, including Commander of Corps 1, Deputy Chief of General Staff, Deputy Minister of National Defense, and Chief of General Staff. In 4/2021, the National Assembly approved his appointment as Minister of National Defense. In 10/2023, he was the Government member who received the highest confidence vote during the National Assembly's confidence ballot.
