On the morning of 16/8, over 16,300 troops, along with military vehicles and special police vehicles, participated in the fourth rehearsal at the Mieu Mon National Training Center. Around 9 a.m., as the rehearsal concluded, heavy rain unexpectedly began.
In the downpour, General Phan Van Giang, Minister of National Defense, addressed the troops. He noted the upcoming 80th anniversary of the August Revolution, which also marks 80 years of the People's Public Security force. "During this busy time, General Luong Tam Quang, Minister of Public Security, and I discussed our shared desire to connect with our forces, especially in these challenging conditions," he said. "The heavy rain has soaked the soldiers' uniforms, yet they must continue to maintain their weapons and equipment in top condition."

The general recalled his experience 40 years ago, marching in Ba Dinh Square as a young soldier during the 2/9/1985 National Day parade. "Time never turns back, but memories last forever," he said, noting that northern Vietnam also experienced heavy rainfall that year.
"If it rains on 2/9 like today, we must still perform flawlessly. Wet clothes and faces cannot be a distraction because there's no opportunity for a second chance," he said. Looking ahead to the 90th and 100th anniversaries, he acknowledged that many present today won't be there then, urging them to train diligently in all weather conditions. He emphasized that canceling rehearsals due to rain would compromise the desired outcome.
The Minister praised the uniforms of the units participating in the 80th National Day celebration, noting some adjustments compared to those worn during the 70th anniversary of Dien Bien Phu Victory and the 50th anniversary of the Liberation of southern Vietnam. "I see greater determination and strength in every step and action of our soldiers," he said.

The general highlighted that entire units volunteered for the parade, demonstrating their commitment, responsibility, and national pride. Many have overcome personal hardships to participate, with some training since 7/5/2024 in Dien Bien Phu. He expressed his admiration for a couple who trained together.
He instructed the troops to march with amplified grandeur on 2/9, showcasing the strength and unity of the army, police, and militia to the world. He mentioned the 68 soldiers from the 1st Army Officer College who marched in Red Square (Russia) on 9/5/2025, making General Secretary To Lam and his wife, Ngo Phuong Ly, proud as they watched from the stands.
"I hope our soldiers will replicate that grandeur and precision on our National Day," he said. He emphasized the significance of Vietnam's first-ever naval parade, involving the Navy, Border Guard, and Coast Guard, demonstrating to the world the country's comprehensive defense capabilities.
He urged attention to accommodation, healthcare, scientific training, and prompt feedback. "Previously, the goal was unity within each hundred soldiers. Now, every unit, whether infantry, artillery, or the military band, must move as one," the Minister emphasized, expressing confidence in the parade's success and its contribution to national pride.

The National Day celebration on 2/9 in Ba Dinh Square will begin with the traditional torch procession, a ceremonial gun salute, and an air force flyover, followed by the parade. After passing the reviewing stand, the units will disperse to various streets, interacting with the public through cultural performances at Quan Ngua Sports Palace and August Revolution Square.
Nearly 16,000 troops will participate in this year's parade, comprising 43 marching units, 18 stationary units, and 14 units of military and special police vehicles. After 40 years since the 1985 National Day parade, military vehicles, including armored units, will return to the formation. A naval parade will also be held for the first time in Khanh Hoa, featuring the Navy, Coast Guard, Border Guard, and Military Zone 5.
