On the morning of 17/12, General Secretary To Lam chaired a meeting of the Central Steering Committee for perfecting institutions and laws. Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man attended the meeting.
Speaking at the session, the General Secretary emphasized that the evaluation of 2025 work and the determination of 2026 tasks must uphold the spirit of "good things must get even better". In addition to routine work, he urged agencies to focus on three key tasks: timely institutionalizing major viewpoints and policies from the 14th National Congress documents; promptly completing laws and resolutions passed by the 15th National Assembly at its 10th session, along with guiding implementation documents; and quickly removing legal bottlenecks and obstacles to prevent hindering development.
The General Secretary stated that the Politburo had agreed on the policy of reporting to the Central Committee on the implementation of major review projects during the 14th National Congress term. These include a review of 100 years of the Party's leadership of the Vietnamese revolution and a review of theoretical and practical issues after 40 years of implementing the 1991 Platform for National Construction during the transitional period to socialism.
Based on this, the General Secretary proposed that the National Assembly Party Committee research and add the task of reviewing the implementation of the 2013 Constitution, proposing related issues, and ensuring synchronization with the Party's major review projects.

Regarding the proposal to perfect the structure of Vietnam's legal system to meet national development requirements in the new era, the General Secretary stressed that the Steering Committee generally agreed with the drafting agency's proposals on two points of disagreement. Accordingly, the number of legal normative documents needs to be reduced based on the principle that each agency issues only one type of document, moving towards a lean, transparent, and accessible legal system.
The General Secretary also called for strong innovation in consolidating legal normative documents. Consolidated versions should be issued simultaneously with amending and supplementing documents, serving as the official basis for legal citation and application. This aims to facilitate citizens, businesses, and officials in legal enforcement, aligning with the policy of centering policy design around people and businesses.
For the report on major policies to mobilize and unblock financial resources for economic development, the General Secretary noted the need to prioritize maintaining macroeconomic stability and controlling inflation. He also emphasized strengthening close coordination between fiscal and monetary policies, and developing government bond, capital, and money markets synchronously.
Additionally, agencies need to thoroughly remove institutional bottlenecks, substantially cut administrative procedures and business conditions, reduce legal compliance costs, and create an open investment and business environment for all economic sectors. The General Secretary also highlighted the importance of defining effective models and mechanisms for managing and utilizing state capital in enterprises, while promptly implementing specific mechanisms and policies for international financial centers, free trade zones, and crypto assets.
The General Secretary assigned the Central Policy and Strategy Committee to finalize the draft resolution on strategic solutions to promote double-digit economic growth, linked with establishing a new growth model, for submission to the Central Committee. The Party Committee of the Ministry of Finance was tasked with perfecting institutions to support small and medium-sized enterprises (SMEs) in a practical and effective manner, promptly addressing bottlenecks in credit access, training, consulting, and legal aspects.
The General Secretary emphasized that successful implementation of these tasks will contribute to creating jobs and livelihoods for workers, supporting social welfare, and consolidating the confidence of SMEs in the Party's and State's policies during the new development phase.
The Central Internal Affairs Committee was assigned to research, supplement, and finalize the 20-year review of the implementation of Central Resolution 3, 10th tenure, on preventing and combating corruption, wastefulness, and negativity, and to develop a new resolution for the Central Committee's consideration and approval.
