On the morning of 17/12, at the 2025 All-Army Military-Political Conference, President Luong Cuong highly praised the military and national defense achievements of the past year. He noted that despite a complex global context and the nation facing severe natural disasters and flooding, the Central Military Commission and the Ministry of National Defense maintained initiative, successfully completing their strategic advisory duties for the Party and the State.
The president stressed that the military must focus on developing a revolutionary, regular, elite, and modern force. This includes innovating the quality of training and exercises to suit new combat conditions, thereby ensuring the firm defense of airspaces, maritime territories, borders, inland areas, and cyberspace.
Specifically, he urged the military to accelerate breakthroughs in science, technology, and digital transformation. "The entire military must master the technology for manufacturing, producing, and improving all types of weapons and equipment, meeting the demands of building a modern army in the new situation," the president stated. He added, "The military must enhance its research capabilities and develop effective countermeasures to handle situations, ensuring it is never passive or caught by surprise."

Regarding defense organization, the president requested the establishment of robust defense zones at all levels, synchronized with local government structures. Military economic units must play a pivotal role in integrating national defense with economic development, stabilizing populations in critical areas, including border regions and islands.
Beyond their professional duties, the president also advised the Central Military Commission to continue promoting defense diplomacy to garner international support. Concurrently, inspection and supervision efforts must be strengthened to prevent corruption, waste, and internal degradation, self-evolution, or self-transformation within the ranks.
Concluding the conference, the president expressed confidence that all officers and soldiers would continue to uphold traditions and successfully complete all assigned tasks in 2026.
