According to the resolution, the Ministry of Home Affairs will lead and coordinate with relevant agencies to incorporate feedback from Government members. This includes finalizing the submission document, the plan, and the draft resolution of the National Assembly Standing Committee regarding the establishment of 10 wards, as well as the draft resolution of the National Assembly concerning the establishment of Dong Nai as a centrally-governed city.
The Minister of Home Affairs is authorized by the Prime Minister to sign the submission document, the plan, and the report summarizing feedback, explanations, and amendments to the dossier. Any issues arising beyond this authority will be reported to the Prime Minister for consideration and decision.
Previously, on 25/3, the 14th Central Committee, Second Conference, approved the policy to establish Dong Nai as a centrally-governed city. It tasked the Government with completing the dossier for submission to the 16th National Assembly for consideration and decision at its first session.

Dong Nai, situated in the Southeast region, boasts a history spanning over 325 years. Following its merger with Binh Phuoc, the locality now covers an area of over 12,000 km2 and has a population of about 4,5 million, making it a dynamic growth pole in the Southern key economic region.
Adjacent to and directly linked with the megacity Ho Chi Minh City (TP HCM), Dong Nai also serves as a nexus for various economic corridors and strategic connectivity axes. It acts as a bridge connecting the Central Highlands, the South Central Coast, and the Mekong Delta.
In 2025, Dong Nai's Gross Regional Domestic Product (GRDP) increased by 9,63%, exceeding the Government's target by 1,13%. The GRDP at current prices reached 677,932 billion dong, an increase of 84,468 billion dong. Per capita GRDP was approximately 150,86 million dong.
Dong Nai boasts a comprehensive transportation network, including roads, railways, waterways, and seaports. With the Long Thanh airport becoming operational, the province will develop a multimodal connectivity network, enhancing trade capabilities and supply chain integration.
Dong Nai currently hosts 89 planned industrial parks, which have attracted nearly 2,300 projects from 45 countries and territories, with a total registered capital exceeding 44 billion USD. The economic structure continues to shift towards industry and construction, accounting for nearly 55% of the GRDP, services 26%, and agriculture, forestry, and fisheries over 12%.
Currently, Vietnam has 6 centrally-governed cities: Hanoi, Ho Chi Minh City (TP HCM), Hai Phong, Da Nang, Hue, and Can Tho.
