The Hanoi People's Committee recently issued a document to 30 communes and wards. This directive concerns the management of construction investment, permit issuance, and construction order within the Olympic Sports Urban Area Investment Project and the Red River Landscape Boulevard Investment Project.
The 30 communes and wards are: O Dien, Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Vinh Tuy, Vinh Hung, Linh Nam, Hoang Mai, Thanh Tri, Nam Phu, Hong Van, Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bo De, Long Bien, Bat Trang, Thanh Liet, Dai Thanh, Ngoc Hoi, Nam Phu, Thuong Tin, Hong Van, Chuong Duong, Thuong Phuc, Tam Hung, Thanh Oai, Dan Hoa.

The city has instructed the Department of Planning and Architecture to promptly develop, finalize, appraise, and submit construction plans for approval. Concurrently, the People's Committees of the 30 communes and wards must immediately halt all investment and construction procedures for projects and works within the planning influence of the two aforementioned projects. This measure applies to both public investment and non-budgetary capital projects, aiming for a comprehensive review to ensure planning compliance and prevent social resource waste.
For ongoing construction projects with valid permits issued by competent authorities, the People's Committees of these communes and wards will coordinate with the Department of Planning and Architecture and the Department of Agriculture and Environment. They will disseminate information regarding the policy and implementation plans of the two projects, allowing organizations and individuals to make appropriate adjustments.
Following the city's directive, the People's Committee of Hong Ha ward recently assigned its Investment - Infrastructure Project Management Board. This board will lead coordination with the Economic - Infrastructure and Urban Department to advise on and immediately implement the halt of investment and construction procedures for all projects and works within the Red River Landscape Boulevard Investment Project's affected area. Hong Ha ward encompasses the entire ward outside the Red River dyke, covering parts of the former Hoan Kiem, Ba Dinh, Tay Ho, Hai Ba Trung, and Long Bien districts.
Previously, on 14/12/2025, the Hanoi People's Council agreed on the principles and policy for implementing the Red River Landscape Boulevard Investment Project. It also passed a resolution concerning the policy for executing the Olympic Sports Urban Area Investment Project. These two "mega-projects" represent a combined investment of 1.78 trillion Vietnamese dong and cover an area exceeding 20,000 hectares.
