In its feedback on the revised national airport system master plan for the period 2021-2030, with a vision to 2050, the Hanoi People's Committee stated its basic agreement with the proposed adjustments from the Ministry of Construction. However, the city requested adding Hoa Lac to the list of potential airports for dual military and civilian use.
Hanoi also requested additional data for projected transport demand, scale, classification, and takeoff/landing directions for the second capital region airport (planned for Ung Hoa, Chuyen My communes), adhering to international standards. Furthermore, it sought clarification on the technical specifications and operational requirements for Hoa Lac airport.
The city further recommended selecting a Ninh Binh airport location that aligns with the second capital region airport site. This alignment aims to prevent overlapping protected approach zones, optimize airspace, flight procedures, and related operational requirements.

Within the revised national airport system master plan for 2021-2030, with a vision to 2050, the Civil Aviation Authority of Vietnam proposed adding Gia Binh, Tho Chu, Van Phong, Mang Den, and Ninh Binh airports to the plan, while removing Bien Hoa and Hai Phong airports.
According to the draft, during giai doan 1 (2021-2030), the total passenger throughput across the airport system is projected to reach 236,3 million passengers, with cargo volume estimated at approximately 3,75 million tons annually.
The total designed capacity of the entire system by 2030 is expected to reach 262,1 million passengers per year, with an objective for over 95% of the population to access a mot airport within a 100 km radius.
