Driven by a cold front and a tropical convergence zone, Nghe An and Ha Tinh experienced moderate to very heavy rain from 7h to 15h on 5/10. Rainfall in Ky Khang and Cam Yen, Ha Tinh, measured 182,6 mm and 162,4 mm respectively.
The National Center for Hydro-Meteorological Forecasting predicts 50-100 mm of rain, with some areas exceeding 200 mm, from Ha Tinh to Hue City on the night of 5/10 and during 6/10. Rainfall could exceed 100 mm in three hours, raising the risk of inundation, flash floods, and landslides.
On the night of 6/10 and during 7/10, heavy rain will shift south to southern Quang Tri, Da Nang City, and eastern Quang Ngai, with common rainfall levels of 50-100 mm, and some areas exceeding 200 mm. Rain will persist in these regions on the night of 7/10 and during 8/10.
From the night of 5/10 until the end of the night of 8/10, total rainfall from Ha Tinh to Da Nang City and eastern Quang Ngai is generally expected to be 150-250 mm, with some locations exceeding 400 mm. Southern Quang Tri to Hue City could receive 300-400 mm, with some areas surpassing 600 mm. This widespread rain event may continue until approximately 10-11/10.

In response to this situation, the National Steering Committee for Civil Defense urged five provinces and cities – Ha Tinh, Quang Tri, Hue, Da Nang, and Quang Ngai – to closely monitor forecasts for rain, floods, inundation, flash floods, and landslides. They must also promptly inform residents to enable proactive prevention.
Localities are required to inspect areas along rivers, streams, low-lying regions, and places at risk of flash floods and landslides. They must prepare to evacuate residents to safe locations. Authorities need to control submerged bridges, spillways, and deeply flooded or landslide-prone roads, preventing people and vehicles from passing until safety is ensured.
The Steering Committee also mandated safety checks for tunnels and ongoing construction projects. Hydropower and irrigation reservoirs must be proactively managed to accommodate floodwaters, ensuring the safety of structures and downstream areas.
