The city established an appraisal council to consider the project's investment policy. The council requested the enterprise to review the investment scale based on the current land management and usage status, thoroughly assessing the impacts on organizations and individuals within the proposed project area.
Hang stated that the review results will form the basis for redefining the study area to minimize impacts on people's livelihoods and lives. This approach balances socio-economic development with the legitimate rights and interests of residents.
"After the review, the preliminary investment scale is approximately 300 hectares," the Deputy Director of the Department of Finance said. She added that the exact scale and boundaries can only be determined once detailed planning is complete. Subsequent planning steps will be publicized, and full public consultation will be sought.
The Department of Finance leader further explained that to achieve double-digit development goals over the next 10 years, the city must leverage all available potential, strengths, and advantages. Trade, services, and tourism sectors comprise a significant portion of the economic structure.

However, according to Hang, the city's view is to pursue socio-economic development while ensuring social welfare and residents' quality of life.
According to information released by the Hanoi Department of Finance, the Ba Vi eco-tourism complex project, which includes a semi-wild zoo (safari), is invested by Sun Group. Located in Ba Vi commune, the project spans over 580 hectares and will be implemented in two phases. Phase 1 covers approximately 251 hectares, and phase 2 covers nearly 330 hectares.
The project's preliminary total investment is 10 trillion VND, with the investor contributing 1.5 trillion VND and the remainder from mobilized capital. If the investment policy is approved, the enterprise will implement the project from Quarter IV/2026, with full completion by Quarter I/2030. Phase 1 could be completed by Quarter IV/2028.
Ba Vi commune is situated on the northwestern edge of Hanoi, bordering Phu Tho province. The commune covers more than 81 square kilometers and has a population of over 26,650. Ba Vi boasts diverse terrain, including mountains, forests, waterfalls, streams, rivers, and lakes, and features several notable attractions such as Ba Vi National Park, Khoang Xanh - Suoi Tien tourist area, and Ao Vua.
