This strategic direction was outlined in the resolution adjusting the Provincial Planning for the period 2021–2030, with a vision to 2050, passed by the Ca Mau Provincial People's Council on the afternoon of 25/2.
Under the new plan, Hon Khoai is identified as one of three key growth poles for the province, alongside the Nam Can Economic Zone and Phuoc Long urban area. The area is positioned as a vital seaport gateway, designated for the development of a dual-use general port, a logistics center, renewable energy facilities, marine and island tourism, and fisheries logistics services.

The island cluster will establish connections with Hon Chuoi, Hon Da Bac, and the province's network of industrial and service zones. It will also link with the Dat Mui urban area to foster trade and tourism. Furthermore, Hon Khoai is envisioned as a logistics hub for the Mekong Delta region and a crucial defense line at the southernmost point of the country.
This orientation designates Hon Khoai as a national strategic focal point. It will serve as an outpost protecting sovereignty in the Southwest Sea and simultaneously emerge as a new marine economic growth pole.
For the period until 2030, the province prioritizes investment in strategic, dual-use infrastructure such as: deep-water ports, logistics centers, and maritime services; it will also enhance maritime control to ensure maritime safety and search and rescue operations.

By 2050, the island cluster is planned for development to be "economically strong, robust in national defense and security". It will transform into a "heritage island, smart island, green island", symbolizing Vietnam's sovereignty and sustainable development in the Southwest Sea.
A central focus is the completion of the Hon Khoai dual-use general port. This port will be capable of receiving vessels up to 250,000 DWT, with an annual capacity of about 20 million tons of cargo.
The Hon Khoai island cluster is situated more than 14 km from the Ca Mau mainland. It consists of the main island and smaller islands like Hon Sao, Hon Doi Moi, Hon Da Le, and Hon Tho, strategically guarding the Southwest Sea region. With an elevation exceeding 300 m, the island's peak offers a panoramic view of the vast sea, holding a significant position for national defense and security.
