Le Tri Thanh, 56, hails from Dien Hong commune, Dien Ban district, in the former Quang Nam province, now Dien Ban Tay commune, Da Nang City. He holds a Master's degree in public policy and Bachelor's degrees in law, finance, and politics.

Before his current role, Thanh held various positions, including director of the Quang Nam Provincial Department of Foreign Affairs, head of the Investment Promotion and Enterprise Support Board, chairman of Dien Ban Town, and vice chairman of the Quang Nam Provincial People's Committee. In 11/2019, the former Quang Nam Provincial People's Council elected him chairman of the Quang Nam Provincial People's Committee.

Following the merger of Quang Nam province and Da Nang City on 1/7/2025, Thanh was appointed chairman of the Da Nang City Vietnam Fatherland Front Committee. On 15/7, the Secretariat approved his appointment as deputy secretary of the Da Nang City Party Committee for the 2025-2030 term.

On the afternoon of 26/7, the Secretariat transferred and appointed him to the City Party Committee Executive Board, the City Party Standing Committee, and as deputy secretary of the Hue City Party Committee for the 2025-2030 term.

From 1/2025, Hue will operate as a centrally-run city, spanning 4,947 km2 with a population exceeding 1.2 million and 40 commune-level administrative units. The city aims for significant development in the coming years. During the 2020-2025 period, its Gross Regional Domestic Product (GRDP) grew by 7.54% annually, with average income reaching 3,200 USD and total budget revenue at 64,500 billion VND. For the 2025-2030 period, Hue targets an average annual growth of 10%, with GRDP per capita between 5,800-6,000 USD, focusing on developing into a green, smart, and culturally distinctive urban area.
