The government has issued Decree 258/2026, effective 30/6, which outlines the criteria for international integration scientists and experts. An international integration scientist is defined as an individual proficient in at least one foreign language at a level equivalent to tier 4 of Vietnam's 6-tier foreign language proficiency framework. They must also possess a minimum of ten years of experience working in foreign affairs or international integration, or at least ten years of direct teaching or scientific research at training institutions, research facilities, or within programs and projects related to foreign affairs and international integration.
Additionally, these scientists must hold a doctoral degree or higher from internationally reputable training institutions, or be the author or co-author of scientific research recognized with international awards, or widely applied research that has yielded practical benefits.
An international integration expert is defined as an individual proficient in at least one foreign language at a minimum level equivalent to tier 4 of Vietnam's 6-tier foreign language proficiency framework. These experts must also fulfill one of the following conditions: possess at least ten years of experience or hold a management position at a reputable international or regional organization, both domestically or internationally, with recognized professional standing in international integration; have led or co-led at least one state-level scientific research project on foreign affairs or international integration that has achieved excellent results; or currently hold or have retired from a position equivalent to vice minister or higher.

The government stipulates that international integration scientists and experts who are of working age and wish to work long-term at agencies or organizations actively involved in foreign affairs and international integration will be considered for recruitment as civil servants or public employees. They will receive monthly support equivalent to 300% of their current salary.
For scientists and experts who are past working age, or those within working age who prefer not to join civil service, contracts for specific tasks or projects will be offered.
Annually, relevant agencies will evaluate the contributions of these scientists and experts to determine whether their support should continue.
Foreign citizens who are international integration scientists or experts will be prioritized for invitations to participate in training, professional development, and academic research. They will also be supported in implementing cooperation, training, and academic research programs with foreign partners through employment contracts with mutually agreed compensation.
When necessary, the Ministry of Foreign Affairs may deploy international integration scientists and experts to support the foreign affairs activities of the Party and State.
Simultaneously, the government aims to develop the Diplomatic Academy of Vietnam into a specialized national key higher education institution. It will play a leading role in training, fostering expertise in foreign affairs and international integration, conducting strategic research, and implementing academic diplomacy activities.
