The appointment decision was announced by the Dien Bien Provincial Party Committee on the afternoon of 16/11.
Le Van Luong, 57, is a native of Ninh Binh. He holds degrees in pedagogy, accounting, economic management, and political science. He previously held various positions in Lai Chau province, including deputy chief of office, chief of the provincial party committee office, head of the provincial party committee's inspection committee, standing deputy secretary of the Lai Chau provincial party committee, and chairman of the provincial people's committee.

Dien Bien is a northwestern border province, covering 9,500 km² with a population of nearly 700,000. It is 500 km from Hanoi. It is the only province in the country sharing borders with Laos (414 km) and China (40,8 km).
The resolution of the Dien Bien Provincial Party Congress for the 2025-2030 term, issued in October, outlines the province's development towards a green, smart, and sustainable economy. The goal is for Dien Bien to become one of the key tourism hubs in the region and a moderately developed province in the northwestern area.
The assignment of Le Van Luong aligns with the Politburo and Secretariat's policy regarding the appointment of all provincial chairmen from outside their respective localities.
Last week, numerous leadership positions across various provinces saw changes: the chairman of Ninh Binh was appointed chairman of Hung Yen; the chairman of Lao Cai became chairman of Ninh Binh; the chairman of Thai Nguyen was nominated to be elected chairman of Bac Ninh; the chairman of Bac Ninh became deputy secretary of Thai Nguyen; and the chairman of Khanh Hoa was nominated to be elected chairman of Hue City.
Currently, seven provincial people's committee chairmen nationwide are local residents. These include: Pham Thanh Ngai (Ca Mau), Vo Tan Duc (Dong Nai), Tran Tri Quang (Dong Thap), Vo Trong Hai (Ha Tinh), Le Hong Vinh (Nghe An), Nguyen Van Ut (Tay Ninh), and Tran Phong (Quang Tri).
