Hai Phong City will implement significant road closures and traffic restrictions across various bridges and routes from 6/5 to 9/5, with peak measures on the evening of 8/5. These measures are in place to ensure smooth operations for the Red Flamboyant Flower Festival and to commemorate the 71st anniversary of the city's Liberation Day.
The Traffic Police Department of Hai Phong City Police announced specific prohibitions for 8/5. From 5 PM to 11 PM, all vehicles will be banned from Hoang Van Thu Bridge and Binh Bridge. During this same timeframe, provincial road 359 will also be closed to traffic, specifically the section from the DT 359 - Dong Tay road junction to the Tan Duong intersection. Additional closures include the Dong Tay, Bac Nam, and Do Muoi roads. Exceptions apply only to vehicles with traffic police escorts, those displaying organizing committee passes, and official government vehicles.
In the city center, authorities will implement additional road closures and traffic diversions from 5 PM to 6:30 PM on 6/5, 7/5, and 9/5. Traffic will be prohibited on Hoang Van Thu street (between Tran Quang Khai and Cau Dat), Dinh Tien Hoang street (between Tran Quang Khai and Tran Phu), Tran Phu street (between Nguyen Duc Canh - Cau Dat and Nguyen Khuyen), Quang Trung street (from Hoang Van Thu to the road behind the Exhibition House), and Cau Dat street (between Hai Ba Trung and Nguyen Duc Canh).
Partial vehicle restrictions will be in effect on Tran Hung Dao, Nguyen Duc Canh, Le Dai Hanh, Me Linh, and Nguyen Khuyen roads. A complete vehicle ban will be enforced on the section from Tran Hung Dao - Le Dai Hanh to Quang Trung - Me Linh.
Authorities noted that road closure times might be adjusted earlier or extended based on the actual situation. Public parking will be available on Hoang Van Thu and Dinh Tien Hoang streets near Tran Quang Khai, Tran Hung Dao street (between Dien Bien Phu and Hoang Dieu), and Tran Phu street (between Dien Bien Phu and Le Thanh Tong). Hai Phong City Police urge residents to plan suitable routes and follow traffic controller instructions to avoid congestion.

The Red Flamboyant Flower Festival - Hai Phong 2026, themed "Hai Phong - Convergence - Radiance," features its main event, an art program, on the evening of 8/5. This will take place at the City Political-Administrative Center Square in the North Cam River urban area. The organizing committee will commence the program at 8 PM, followed by a fireworks display from 9:20 PM to 9:32 PM.
Hai Phong City will host over 60 cultural and sports activities from late March to the end of May. These include the 4th expanded Hai Phong Puppet Festival, a thematic exhibition at the Hai Phong Museum, and a dedicated space for traditional products and contemporary art in the central flower garden.
Planned sports events by the organizing committee include the Red Flamboyant Golf Tournament on 10/5, the Hai Phong Legacy Marathon on 17/5, and pickleball tournaments across various wards and communes. Additionally, Hai Phong City will break ground on and inaugurate 15 new projects during this period.
