The Ministry of National Defense recently responded to a proposal from voters in Quang Tri province regarding the selection of citizens for military service.
Voters suggested that since college and university students are required to study national defense and security, the Ministry of National Defense should convert this course into a training course similar to military service, lasting from 9 months to a year. Upon completion, students would be exempt from military service, enabling them to find jobs and settle down sooner.
Voters also proposed allowing a deferment of military service for high school graduates who wish to work abroad or engage in domestic production and business. Those granted deferment would commit to fulfilling their military duty before the age of 25 and face penalties for violations.

In response, the Ministry of National Defense stated that the goal of national defense and security education is to equip students with fundamental knowledge of the Party's and State's perspectives and policies on national defense and security. This contributes to building a comprehensive national defense, civil defense, and military skills training, preparing citizens for service when mobilized.
The Constitution stipulates that "protecting the Fatherland is a sacred duty and noble right of citizens," with military service being a crucial part, encompassing active duty and reserve service in the People's Army. This is an "honorable duty" and cannot be replaced by any form of schooling.
"Converting national defense and security education into a military-style training course for students is inappropriate," the Ministry emphasized.
The Ministry also disagreed with expanding deferment eligibility, as this would reduce recruitment sources, increase administrative procedures, create loopholes for draft evasion, lead to negativity, and cause social inequity.
