During the session, Party and State leaders and National Assembly members stood for a one-minute silence to commemorate those who died due to natural disasters in recent days.
Do Van Chien, Permanent Vice Chairman of the National Assembly, stated that in recent days, historical floods caused severe damage in Gia Lai, Dak Lak, Khanh Hoa, Lam Dong provinces, and other localities. Leaders of the Party, State, Vietnam Fatherland Front Central Committee, and National Assembly extended their deepest condolences to the families of the deceased and expressed sympathy for the difficulties faced by affected areas and their residents.

Statistics reveal nearly 100 fatalities and numerous missing persons. The floods submerged and severely damaged tens of thousands of homes, destroyed hundreds of thousands of hectares of crops, and swept away millions of livestock and poultry. "These losses are immense, causing great sorrow and hardship for the people and localities in the disaster-stricken regions," Mr. Chien said.
The National Assembly recognized and commended the military, police, and other local forces for their tireless efforts in overcoming difficulties, hardships, and dangers to rescue people. The National Assembly Standing Committee also called on all members, officials, civil servants, public employees, and workers at National Assembly agencies and the National Assembly Office to donate at least one day's salary to join hands with the people in addressing the aftermath of the storms, floods, and natural disasters.

On 23/11, the Prime Minister decided to allocate 1,100 billion VND from the central budget reserve for 2025 to four localities: Khanh Hoa, Lam Dong, Gia Lai, and Dak Lak. Specifically, Khanh Hoa province received 150 billion VND, Lam Dong province 300 billion VND, Gia Lai province 150 billion VND, and Dak Lak province 500 billion VND.
The People's Committees of these provinces are responsible for balancing local budget expenditures, utilizing central government support funds and other legal financial resources to implement urgent tasks for disaster recovery as regulated.
On 22/11, the Central Relief Mobilization Committee allocated 20 billion VND to each of the provinces of Lam Dong, Khanh Hoa, Dak Lak, and Gia Lai. This funding came from donations sent to the account of the Vietnam Fatherland Front Central Committee. In total, the Central Relief Mobilization Committee has disbursed nearly 760 billion VND over 10 rounds to 27 localities severely affected by floods in recent times.
