National Assembly Vice President Nguyen Thi Thanh will serve as the permanent vice president and head of the personnel subcommittee of the National Election Council. The three other vice presidents are: Permanent Deputy Prime Minister Nguyen Hoa Binh; Do Van Chien, President of the Vietnam Fatherland Front Central Committee; and Vice President Vo Thi Anh Xuan.
The council's membership includes key leaders from the Party, State, and National Assembly. They are: Le Minh Hung, Head of the Party Central Committee's Organization Commission; Nguyen Duy Ngoc, Chairman of the Party Central Committee's Inspection Commission; Nguyen Trong Nghia, Head of the Party Central Committee's Commission for Propaganda and Education; Phan Van Giang, Minister of National Defense; Luong Tam Quang, Minister of Public Security. Three National Assembly vice presidents, Nguyen Khac Dinh (Head of the Subcommittee on Legal Documents and Complaints and Denunciations Settlement), Nguyen Duc Hai (Head of the Information and Propaganda Subcommittee), and Tran Quang Phuong (Head of the Subcommittee on Ensuring Security, Order, and Social Safety), also hold positions as members.
Other members include: Pham Thi Thanh Tra, Minister of Home Affairs, Deputy Head of the Party Central Committee's Organization Commission; Nguyen Thanh Hai, Chairwoman of the National Assembly's Committee for Deputy Affairs; Le Quang Tung, General Secretary and Head of the Office of the National Assembly, concurrently Chief of the Office of the National Election Council; Lam Van Man, Chairman of the National Assembly's Council for Ethnic Affairs; Nguyen Thi Tuyen, President of the Vietnam Women's Union; and Bui Quang Huy, First Secretary of the Ho Chi Minh Communist Youth Union Central Committee.
Previously, the National Assembly passed a resolution electing National Assembly Chairman Tran Thanh Man as President of the National Election Council.

The National Election Council, established by the National Assembly, is responsible for organizing elections of National Assembly deputies and directing and guiding elections of People's Council deputies at all levels. The council has an office located in the National Assembly House, with an official seal, operating budget from the state budget, and the authority to mobilize officials and civil servants from agencies and organizations to serve its tasks.
The council's term ends after submitting a summary report of the election and the results of confirming the qualifications of National Assembly deputies to the new National Assembly.
The National Assembly Standing Committee agreed to set 15/3/2026 as the date for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
