The transfer decision was announced at noon on 17/11 at the Quang Tri Provincial Party Committee headquarters. Hoang Dang Quang, deputy head of the Central Organization Commission, expressed confidence that Vinh would leverage his capabilities and responsibilities, working alongside the Quang Tri Provincial Party Committee in its next phase.

Speaking at the assignment ceremony, Vinh affirmed his commitment to political steadfastness and practical work. He pledged to prioritize the interests of the Party and the people, staying close to the public and maintaining strong community ties. He also committed to working with the provincial leadership to achieve the goals and resolutions of the Provincial Party Congress, fostering Quang Tri's sustainable development.
Vinh, 51, is a native of Nghe An and holds a master's degree in science and technology management. His career includes roles as Anh Son District Party Secretary, chairman of the Provincial Party Committee Inspection Commission, head of the Provincial People's Council's Economic-Budget Committee, and standing vice chairman and deputy secretary of the Nghe An Provincial Party Committee. He was elected chairman of the Nghe An Provincial People's Committee in 1/2025.

Vinh's transfer to Quang Tri aligns with a national policy to appoint provincial chairmen from outside their respective localities. Last week, several other provinces and cities also underwent leadership changes, including Ninh Binh, Hung Yen, Lao Cai, Bac Ninh, Thai Nguyen, Hue City, Dien Bien, and Ca Mau.
Currently, five provincial People's Committee chairmen nationwide are local residents. These include: Vo Tan Duc (Dong Nai), Tran Tri Quang (Dong Thap), Vo Trong Hai (Ha Tinh), Le Hong Vinh (Nghe An), and Nguyen Van Ut (Tay Ninh).
