Nguyen Hoai Anh, 49, from Quang Nam, holds a bachelor's degree in English, is an architect, and has a master's degree in public administration. He grew up in Binh Thuan province, starting his career in youth union work. He successively held positions such as deputy secretary and then secretary of the provincial youth union, secretary of the Tuy Phong district party committee, deputy head of the internal affairs commission, and head of the provincial party committee's mass mobilization commission, before joining the provincial party committee standing board and serving as chairman of the provincial people's council.

In 7/2019, he was elected permanent vice chairman of the Binh Thuan provincial people's council. More than one year later, he became permanent deputy secretary of the provincial party committee and chairman of the provincial people's council. In 3/2024, he was elected secretary of the Binh Thuan provincial party committee. By 7/2025, he was transferred to serve as permanent deputy secretary of the Lam Dong provincial party committee.

On 17/9/2025, the Politburo assigned and appointed him to the executive committee and standing committee, serving as deputy secretary of the Thanh Hoa provincial party committee for the 2020-2025 term. On the same day, the Thanh Hoa provincial people's council elected him chairman of the provincial people's committee for the 2021-2026 term.

In his acceptance speech, Nguyen Hoai Anh stated his commitment to fostering unity within the provincial people's committee, enhancing governance and state management effectiveness, focusing on socio-economic development tasks, ensuring national defense and security, and concretizing party resolutions.

For 2026, Thanh Hoa aims for a GRDP growth of 11% or more. Specifically, the industrial and construction sectors are targeted to grow over 14%, services over 9%, and agriculture, forestry, and fisheries over 3,5%. The province targets a per capita GRDP of at least 3,920 USD and an average per capita income of approximately 71,5 million VND.

The Thanh Hoa provincial people's committee for the 2026-2031 term includes vice chairmen Mai Xuan Liem, Dau Thanh Tung, Le Quang Hung, and Cao Van Cuong.
