Ninh Binh proposes 11,500 billion VND for expressway construction

The Ninh Binh provincial People's Committee has recently proposed that the Prime Minister consider the CT11 expressway investment project, specifically the 25 km Liem Tuyen - Dong A section, with an estimated total cost of 11,500 billion VND.

According to the proposal, the first phase of the CT11 expressway construction project will begin at the Liem Tuyen interchange, connecting with the Cau Gie - Ninh Binh expressway in Liem Tuyen ward, Ninh Binh province. It will conclude at the intersection with National Highway 10 in Dong A ward.

Spanning 25,1 km, the road is planned as a complete four-lane expressway, featuring emergency stopping lanes on both sides. Additionally, the project incorporates parallel and service roads along its length.

Funding for the project is expected to be sourced from the central government budget, with construction slated for 2026-2030. Concurrently, the Ninh Binh provincial People's Committee (UBND) has requested the Prime Minister to designate the province as the project's managing authority.

This project aligns with the national road network master plan for 2021-2030, with a vision to 2050. The plan includes the Phu Ly (Ha Nam) - Nam Dinh expressway, a complete four-lane road spanning approximately 50 km. Specifically, the 25 km section from Phu Ly to Nam Dinh city, which corresponds to the proposed Liem Tuyen - Dong A section in Ninh Binh, is targeted for investment before 2030.

Once completed, the expressway is expected to significantly improve the province's transport infrastructure. It will strengthen connectivity with the southern Red River Delta, Hanoi, and northern provinces. The project also aims to boost transport capacity and goods circulation, linking the Ninh Co economic zone, major industrial parks, and logistics hubs—all vital to the province's growth—with larger economic centers in the region.
