The project will begin at the intersection with DT.376B, the Chinh Nghia - Phu Cu route, in Son Nam ward, Hung Yen province. Its end point will be at the intersection with DT.490, the Cao Bo - Ninh Co economic axis road, in Yen Cuong commune, Ninh Binh province.

The road is approximately 45 km long and is proposed for full investment with six lanes, featuring a roadbed width of 86,5 m. Initially, the project will be phased, with a roadbed width of 43,5 m.

The project includes constructing a Red River bridge and an access road spanning approximately 6,2 km, directly connecting Ninh Binh and Hung Yen. Interchanges, bridges along the route, and technical infrastructure systems will also be invested in simultaneously.

The preliminary total investment is approximately 11,100 billion VND. Ninh Binh proposes that the central budget support 72% of the total capital, with the remaining 3,100 billion VND to be allocated from the local budget.

The project is expected to be implemented during the 2026-2030 period.

According to the Ninh Binh Provincial People's Committee, the project aligns with approved plans. The Red River bridge, connecting Ninh Binh with Hung Yen, is identified as one of the key transport infrastructure works in the master plan.

In recent years, Ninh Binh has focused on developing its transport network. However, direct connectivity between its economic zones, industrial parks, urban areas, and logistics centers still lacks strategic routes.

National Highway 1, passing through the province, often experiences significant traffic pressure, especially at urban gateways. The North-South Expressway and other North-South national routes are also projected to exceed their capacity by 2030 if connectivity is not improved and traffic flow reallocated.

Regarding vertical axis 07, some segments totaling approximately 13,1 km in Ha Nam province were previously invested in. However, many remaining planned sections have not yet been implemented, preventing the formation of a continuous transport axis.

According to Ninh Binh province, early and complete investment in vertical axis 07, combined with the construction of the Red River bridge connecting to Hung Yen, will help form an inter-regional North-South transport axis.

This road is expected to enhance connectivity between Ninh Binh's economic centers, urban areas, industrial parks, service, and logistics hubs with Hung Yen and neighboring localities. Concurrently, the project can create an additional traffic direction, reducing pressure on existing North-South transport routes.
