The road passes through the lush green fields of Binh Dinh ward, part of the Hoai Nhon - Quy Nhon expressway project.
This 70 km route, costing 12,400 billion VND, is one of the 12 North-South expressway projects. It begins at the intersection of provincial road 639 in Bong Son ward, connecting to the Quang Ngai - Hoai Nhon expressway, and ends at the intersection of national highway 19 in An Nhon Nam ward, connecting to the Quy Nhon - Chi Thanh expressway. Both ends of the route, previously in Binh Dinh province, are now within Gia Lai following the merger of localities.

Construction crews are installing guardrails, median strips, signs, and lighting along the route.
In its initial phase, the expressway is being built 17 m wide, with 4 lanes and a maximum speed of 80-90 km/h. Instead of a continuous emergency lane, several emergency stopping points are positioned every 4-5 km. The completed expressway will have 6 lanes and a maximum speed of 120 km/h.

It traverses approximately 19.6 km through Gia Lai (formerly Binh Dinh) and approximately 42.1 km through Dak Lak (formerly Phu Yen). The starting point intersects national highway 19, connecting to the Hoai Nhon - Quy Nhon expressway (Gia Lai), and the endpoint connects to the Chi Thanh - Van Phong expressway in Tuy An Bac commune (Dak Lak).
