In Binh Thuan, water flow into Song Quao, Song Luy, and Song Long Song reservoirs has surged. Song Quao reservoir increased its regulated discharge from 350 to 500 cubic meters per second. Long Song reservoir began discharging 1,200 cubic meters per second from 4:30 AM, with potential for further increases depending on inflow. Song Luy reservoir also announced a possible increase in spillway discharge from 100 to 150 cubic meters per second.
Reservoir operators stated that heavy upstream rain persists, necessitating discharges to ensure structural safety. They urged local authorities to warn downstream areas to prepare proactively.
In Lam Dong, Dai Ninh reservoir recorded an inflow of 660 cubic meters per second at 4:00 AM, which then rapidly increased, forcing a discharge increase to 800 cubic meters per second by 10:30 AM. Don Duong reservoir also raised its regulated discharge from 100 to 300 cubic meters per second that same morning.

In Khanh Hoa, the total capacity of 64 reservoirs reached 82,6% of their design. Many large reservoirs, including Da Ban, Suoi Dau, Song Cai, and Song Sat, are regulating water levels. Specifically, Song Cai reservoir is discharging nearly 20 cubic meters per second; Tra Co reservoir, over 103 cubic meters per second; and Tan Giang reservoir, over 156 cubic meters per second. In the northern part of the province, Hoa Son reservoir is discharging nearly 12 cubic meters per second; Da Ban reservoir, 7,6 cubic meters per second; and Suoi Dau reservoir, over 20 cubic meters per second.
Forecasts indicate continued rain in Khanh Hoa today, with river flood levels potentially reaching alert level 1. The Cai Phan Rang and Cai Nha Trang rivers face a risk of exceeding alert level 2.
Amid heavy rainfall, Tran Phong, Chairman of the Khanh Hoa Provincial People's Committee, instructed local authorities to review areas at risk of landslides, flash floods, and deep inundation, and to prepare for resident evacuation following the "4 on-site" principle (on-site command, on-site forces, on-site supplies, and on-site logistics).
On the night of 3/12 and morning of 4/12, areas from southern Quang Tri to Da Nang, eastern Quang Ngai extending to Dak Lak, Khanh Hoa, and Lam Dong experienced moderate to heavy rain, with some areas receiving very heavy downpours accompanied by thunderstorms. Many stations recorded rainfall exceeding 180 mm, including: Ba Na (Da Nang) 228,2 mm; Phan Dung (Lam Dong) 202,4 mm; Khanh Hiep (Khanh Hoa) 196 mm; and Tra Nham (Quang Ngai) 189 mm.
Over the next 24-48 hours, southern Quang Tri to Da Nang and eastern Quang Ngai will continue to experience moderate to heavy rain, with common accumulations of 40-80 mm, and localized amounts exceeding 120 mm. There is a risk of intense rainfall exceeding 100 mm within three hours.
Additionally, eastern Gia Lai, Dak Lak, Lam Dong, Khanh Hoa, and the Eastern Southern region are forecast to receive 20-40 mm of rain, with some areas exceeding 80 mm. The Central Highlands and Western Southern region will see scattered showers and thunderstorms, bringing 10-30 mm of rain, with localized amounts over 60 mm.
