Party General Secretary To Lam recently signed a decision on the number and allocation of delegates to the 14th National Congress. The delegates include 165 members of the 13th Central Committee. In addition, 353 delegates were elected from 11 provincial and municipal party committees and the Central Military and Public Security Party Committees. 1,070 delegates were appointed from 23 merged provinces and cities, the Central Party Committee, the Government Party Committee, the National Assembly Party Committee, the Vietnam Fatherland Front Party Committee, central organizations, and overseas party committees.
Among centrally affiliated units, non-merged provincial and municipal party committees have been allocated 13 delegates each. Provincial and municipal party committees merged from two committees have 24 delegates, and those merged from three have 35.

Based on party membership, for every 12,000 members in centrally affiliated party committees, one delegate is allocated; an additional delegate is granted for any remainder of 6,001 members or more.
Considering the importance of certain party committees, Hanoi, Ho Chi Minh City, the Military Party Committee, and the Central Public Security Party Committee each receive 10 additional delegates.
The Central Party Committee and the Government Party Committee are each allocated an additional 25 delegates. The National Assembly Party Committee, the Vietnam Fatherland Front Party Committee, and central organizations each receive eight additional delegates.
Fifteen delegates are appointed from among party secretaries, ambassadors, and heads of Vietnamese delegations abroad.
The 10-day 12th Central Committee meeting of the 13th tenure agreed on the policy of developing strategic and higher-level plans, including plans for the 14th Politburo and Secretariat. The meeting also discussed criteria, structure, number, and principles for allocating delegates to the 14th Congress, and provided guidance on the allocation and number of members for the new Central Committee.
Concluding the meeting on the afternoon of 19/7, General Secretary To Lam emphasized the requirement for preparations for personnel work for the 14th Congress to be "synchronized, scientific, methodical, rigorous, democratic, objective, and transparent", prioritizing national and people's interests.
He highlighted the quality, efficiency, work output, and dedication of officials as key metrics for evaluation, placement, and utilization. He stressed ensuring a balance between standards and structure, inheritance and innovation, commonality and specificity, expertise and practical experience, prestige, and development potential. The requirement is to resolutely prevent unqualified individuals from joining the next Central Committee.
The General Secretary requested effective solutions from relevant agencies to address the situation where personnel who have just been planned and appointed are then subjected to disciplinary review or criminal prosecution.
The 14th National Congress is scheduled for January 2026.
