The route, outlined in a pre-feasibility study submitted by the Department of Construction to the People's Committee of TP HCM, will begin at Ring Road 2 in Binh Tan ward. Its terminus will border Tay Ninh (formerly Long An), aligning with the starting point of the DT.823D project in that province.
The road will feature varying widths across its segments, ranging from 25 m to 52 m. Specifically, the section from Ring Road 2 to Binh Thanh road will be 25 m wide. The stretch between Binh Thanh and Nguyen Thi Tu roads will be 30 m wide, while the segment from Nguyen Thi Tu to Ring Road 3 will expand to 52 m. The remaining portion of the route will be 44 m wide. It is designed for speeds of 60-80 km/h.

The project includes the construction of three bridges over the Trung Uong, Lien Vung, and An Ha canals. Additionally, viaducts and interchanges will be built at Ring Road 2, Nguyen Thi Tu, Vinh Loc, and Quach Dieu. The interchange at Ring Road 3 will be a full cloverleaf design, incorporating overpasses and ramps to maximize traffic flow.
The estimated total investment for the project is approximately 17.254 trillion VND. This sum includes: over 10.8 trillion VND for land acquisition and clearance, nearly 5 trillion VND for construction, with the remaining funds allocated to management, consulting, and contingency. The project is structured into four components: three projects for compensation and land clearance, and one for the construction of the main road.

Land acquisition is scheduled to begin in Quarter II/2026, following project approval. Construction is projected to start in Quarter II/2027 and conclude two years later.
Once operational, the new road will alleviate traffic congestion at the city's gateway. It will also connect Ring Roads 2, 3, and 4, fostering urban and industrial development in TP HCM and surrounding areas.
Beyond this project, TP HCM is also planning to extend Vo Van Kiet Boulevard by over 15 km, an investment valued at nearly 16 trillion VND. Concurrently, National Highways 1 and 22 will undergo upgrades through build-operate-transfer (BOT) projects, all aimed at enhancing the northwestern region's infrastructure.
