On the morning of 8/12, the Ministry of Construction signed a public-private partnership (PPP) investment contract with an investor consortium to expand the TP HCM - Trung Luong - My Thuan Expressway.
This significant project, with a total investment of 36,172 billion VND, marks it as the largest BOT transport initiative to date. The signing ceremony paves the way for the project's groundbreaking on 19/12, utilizing capital mobilized entirely by investors, a positive signal for attracting PPP investments, especially amid limited state budget resources.
The 96 km expressway will traverse three provinces and cities: TP HCM, Tay Ninh, and Dong Thap. Its starting point is the Cho Dem interchange in Tan Nhut commune, TP HCM, and it concludes at the northern approach of the My Thuan 2 bridge in An Huu commune, Dong Thap province.
The project is divided into sections with varying lane configurations and design speeds. The TP HCM - Trung Luong section is planned for 10-12 lanes (12 lanes from Cho Dem to Ring Road 4, and 10 lanes from Ring Road 4 to Trung Luong), with an initial investment phase of 8 lanes and a design speed of 120 km/h. The Trung Luong - My Thuan section, including the segment from An Thai Trung interchange to the northern approach of My Thuan 2 bridge, will be fully developed to 6 lanes as per approved planning, with a design speed of 100 km/h.

The expansion project includes the simultaneous deployment of an intelligent transportation system, non-stop electronic toll collection, vehicle load control, and traffic control. Additionally, the expressway will feature two rest stops at km28+200 (TP HCM - Trung Luong section) and km78+220 (Trung Luong - My Thuan section), along with 10 interchanges, which include upgrading 8 existing ones and adding two new ones.
The implementing joint venture comprises Deo Ca Group, Ho Chi Minh City Technical Infrastructure Investment Joint Stock Company (CII), Tasco, and Hoang Long. Completion is anticipated in 2028.

Bui Quang Thai, Director General of the Vietnam Road Administration, stated that this is one of the first projects to apply the new regulations of the Law on Investment in the form of Public-Private Partnership, which helped shorten the preparation time to approximately 10 months.
The TP HCM - Trung Luong - My Thuan Expressway serves as a vital route connecting TP HCM with the Mekong Delta region. The current expressway has 4 lanes, with the Trung Luong - My Thuan section featuring 4 restricted lanes and no emergency lane. High traffic volume on the route leads to overload and a deteriorating road surface.
Expanding the expressway will not only alleviate traffic congestion, ensure safety, and boost logistics, but also reduce travel time from TP HCM to My Thuan from three hours to one hour 45 minutes.
