Around 7 a.m. on 4/8/2025, a bus carrying over 40 passengers, driven by Nguyen Minh Tuan, was traveling on the elevated section of ring road 3 towards Linh Dam. Near lane 124 Nguyen Xien Street, Thanh Liet Ward, the bus slowed down due to heavy traffic.
A black, Hanoi-registered, 7-seater car driven by a man attempted to merge from the emergency lane into the main lane. Tuan was unable to yield due to the vehicle in front of him. After merging, the driver of the 7-seater car stopped, got out, and approached the bus.
When Tuan opened the door, the man immediately climbed into the cabin, began shouting, and removed the bus key. He claimed the bus had scraped his car's mirror and demanded a resolution. Ignoring the passengers' pleas for the key's return, the man got back into his car and drove away.

Without the key, the bus was immobilized, causing congestion on ring road 3. Many passengers were forced to disembark and stand on the emergency lane in nearly 40°C heat. Approximately an hour later, the bus resumed its journey using a spare key.
A representative of Khanh Linh Mining Equipment and Transport Trading Joint Stock Company, the owner of the bus, reported the incident to the Thanh Liet Ward Police. Traffic Police Team Number 7 (Traffic Police Department, Hanoi City Police) is investigating the incident.
