On 23/7, during a visit to the General Department of Politics of the Vietnam People's Army, Party General Secretary To Lam emphasized the department's crucial strategic advisory role in party and political work within the military. This role, he noted, is key to ensuring the Party's absolute, comprehensive, and direct leadership over the armed forces.
He urged the army to thoroughly grasp the concept of "people first, weapons second," prioritizing personnel development over weapons and equipment modernization. Each officer and soldier, he said, must be proficient in technology and tactics, mastering modern equipment. They must also possess innovative thinking and resilient health to meet increasingly specialized and complex military tasks.
The General Secretary tasked the General Department of Politics to work closely with the General Staff Department in developing human resources, especially high-quality personnel. He also called for continued implementation of the project to attract and utilize talented individuals within the army until 2030, with a vision towards 2050.
Personnel work must adhere to objectivity, accuracy, and the principles of democratic centralism, he said. Those selected for leadership and command positions must possess virtue, talent, dedication, vision, and high prestige within the army and the national political system.

The General Secretary noted the rapidly evolving and complex global and regional landscape, characterized by a multipolar, multicentric shift, intertwined with competition and compromise among major powers. The emergence of new forms of warfare, particularly high-tech warfare, is rapidly changing the nature of combat, he observed.
In this context, fostering political and moral strength within the troops is paramount. He urged officers and soldiers to confront the difficulties, challenges, and intensity of modern warfare while maintaining faith in Vietnamese military art and combat prowess. "Our troops must be willing to fight, know how to fight, be determined to fight, and triumph over any aggressor," he stated.
The General Secretary also tasked the General Department of Politics to advise the Central Military Commission on developing a comprehensive plan with technical solutions to protect the Party's ideological foundation from the central to grassroots levels. This is a "particularly important task," he said, requiring effective collaboration among relevant ministries, departments, and agencies.

Commending recent efforts, the General Secretary acknowledged the army's active restructuring, streamlining over 3,900 organizations in accordance with the Central Committee's directives. He emphasized this as a result of decisive leadership from the Central Military Commission and the Ministry of National Defense, with effective contributions from the General Staff Department and the General Department of Politics.
Regarding preparations for the 12th Party Congress of the Army for the 2025-2030 term, the General Secretary urged the General Department of Politics to ensure its success, making it an exemplary congress for other party organizations to emulate. Congress documents, he said, should be concise and focused, proposing feasible major policies and avoiding formality. The success of the Congress "reflects the advisory capacity of the General Department of Politics," he added.
The General Secretary requested a thorough review to identify outstanding, highly prestigious senior army officers for participation in the next Central Committee.
