The Party Secretariat issued a directive on August 8 regarding the replacement of party membership cards, emphasizing the importance and political significance of this initiative. The goal is to enhance party members' awareness of revolutionary ideals, organizational discipline, and internal unity. It also aims to strengthen the Party and the political system, while firmly preventing and addressing degradation in political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" among officials and party members.

The Party Secretariat mandates that the card replacement process adheres to Party regulations, central guidelines, and established procedures for issuance and management. New cards will only be issued to existing official members, integrating information technology and synchronizing with the party membership database for enhanced management.

The Central Organization Commission, in collaboration with the Central Commission for Propaganda and Education, the Central Commission for Mass Mobilization, and the Party Committee of the Ministry of Public Security, will oversee the design of the new membership cards. The replacement process must be completed before 2/9.

The Party Central Committee Office will develop a solution to connect electronic membership card information with the party member database and the Party's database to facilitate administrative procedures in the digital environment.

The Party Committee of the Government directed the Ministry of Finance to allocate funds for the nationwide card replacement, including infrastructure, card readers, and software.

The Government Cipher Committee will lead the development and implementation of security and data authentication solutions for information stored on the cards' chips. They will also provide digital certificates to the Central Organization Commission for digital signatures, card issuance, and verification of chip-embedded cards.

Party membership cards are essential credentials, issued upon official recognition of party membership. If a member is officially recognized within the Party organization of the Ministry of Foreign Affairs, the Party Committee of the Ministry of Foreign Affairs will review and issue the card.

Families retain the membership cards of deceased members. For expelled members or those whose names are removed from the Party, their local party chapter will collect the card and submit it to the next higher-level Party committee.

Any misuse, loss, or forgery of party membership cards must be reported immediately to the appropriate Party committee by the member or party organization.

There are currently over 5.6 million party members nationwide.
