The ceremony was held to commemorate the 80th anniversary of the Vietnam People's Public Security (19/8) and the 20th anniversary of National Security Protection Day. Attending the ceremony were Party General Secretary To Lam; President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; and Permanent Member of the Secretariat Tran Cam Tu.
Former Party General Secretary Nong Duc Manh; former President Truong Tan Sang; former National Assembly Chairwoman Nguyen Thi Kim Ngan; and former Prime Minister Nguyen Tan Dung also joined the delegation.
The delegation's wreath bore the inscription, "Eternal gratitude to the great President Ho Chi Minh".
The delegation then laid a wreath and offered incense at the memorial to fallen soldiers on Bac Son street. Their wreath carried the inscription, "Eternal gratitude to the fallen soldiers".

On the same morning, a delegation from the Central Public Security Party Committee and the Ministry of Public Security, led by Minister of Public Security, General Luong Tam Quang, along with members of the Central Public Security Party Committee's Standing Board and leaders of the Ministry of Public Security, laid a wreath at the Ho Chi Minh Mausoleum and offered incense at the memorial to fallen soldiers on Bac Son street.
On 16/8, Party General Secretary To Lam published an article titled "80 years - Glory to the Vietnam People's Public Security," emphasizing that 80 years of development, combat, and growth have affirmed the revolutionary nature and resilient fighting spirit of the People's Public Security force.
From its inception and throughout the two resistance wars against the French and the Americans, the People's Public Security has always been closely connected with the people. They coordinated with the army and other forces, playing a core and leading role in protecting national security, order, and revolutionary achievements, safeguarding the Party and the people. They fought against all types of crime, for the peaceful and happy life of the people. The People's Public Security has achieved many silent but "extremely glorious feats, contributing significantly to the cause of national liberation and reunification".
During the period of renewal, industrialization, modernization, and proactive international integration, the People's Public Security has exemplarily taken the lead in effectively implementing the Party's guidelines and policies, and the State's laws. They firmly protected security and order, actively participated in socio-economic development, and cared for the people's lives.

The Party General Secretary emphasized that the People's Public Security needs to constantly maintain a close relationship with the people, sharing joys and hardships, ready to sacrifice themselves to save the people. They must care for, consult, and promptly address the difficulties, obstacles, and legitimate aspirations of the people, truly becoming "a pillar of peace for the people".
