On 4/11/2025, the Politburo appointed Nguyen Duy Ngoc as Hanoi Party Secretary, succeeding Bui Thi Minh Hoai. The 14th Central Committee Plenum, 13th tenure, elected Tran Sy Thanh, then Chairman of the Hanoi People's Committee, as Chairman of the Central Inspection Commission. Following this, the Hanoi People's Council elected Nguyen Duc Trung and subsequently Vu Dai Thang as Chairman of the city's People's Committee.

In Ho Chi Minh City, Tran Luu Quang was assigned and redeployed to the locality in 8/2025. During the same period, other senior officials were also redeployed and assigned to other key areas.
Within Party and National Assembly bodies, on 4/11/2025, Do Van Chien stepped down as Chairman of the Vietnam Fatherland Front Central Committee. The Politburo redeployed him as Permanent Deputy Secretary of the National Assembly Party Committee, and he was later assigned as Permanent Vice Chairman of the National Assembly. Bui Thi Minh Hoai was redeployed as Chairman of the Vietnam Fatherland Front Central Committee.
Also on 4/11/2025, Nguyen Trong Nghia, Head of the Central Propaganda and Mobilization Commission, was appointed Chairman of the General Department of Politics of the Vietnam People's Army and promoted to General. General Trinh Van Quyet was redeployed as Head of the Central Propaganda and Mobilization Commission.

Within the internal affairs sector, Le Minh Tri, Chief Justice of the Supreme People's Court, was assigned as Permanent Deputy Head of the Central Internal Affairs Commission. Nguyen Van Quang, Permanent Deputy Chief Inspector of the Government Inspectorate, was appointed Party Secretary of the Supreme People's Court, and subsequently elected Chief Justice of the Supreme People's Court by the National Assembly. Nguyen Quoc Doan was appointed Permanent Deputy Chief Inspector of the Government Inspectorate.
In late 2025, many central agencies continued to consolidate personnel. On 31/12/2025, Le Hai Binh, Permanent Deputy Minister of Culture, Sports and Tourism, was redeployed as Deputy Director of the Ho Chi Minh National Academy of Politics. Lam Thi Phuong Thanh was appointed Permanent Deputy Minister of Culture, Sports and Tourism.

Among ministries and sectors, in late 12/2025, Nguyen Hong Dien, Minister of Industry and Trade, was redeployed as a full-time Deputy Secretary of the National Assembly Party Committee for the 2020-2025 tenure. The Prime Minister assigned Le Manh Hung as acting Minister of Industry and Trade.
Earlier, in 10/2025, the National Assembly approved the appointment of Le Hoai Trung as Minister of Foreign Affairs, Do Thanh Binh as Minister of Home Affairs, and Tran Duc Thang as Minister of Agriculture and Environment.
In 9/2025, Associate Professor Doctor Vu Hai Quan, Director of Vietnam National University, Ho Chi Minh City, was redeployed and appointed Permanent Deputy Minister of Science and Technology. Vu Manh Ha, Permanent Deputy Secretary of the Lai Chau Provincial Party Committee, was appointed Permanent Deputy Minister of Health.
