The congress is taking place from 19/1 to 25/1 at the National Convention Center. Its overarching theme is: "Under the glorious banner of the Party, united in strength and resolve to successfully achieve national development goals by 2030; strategic autonomy, self-reliance, confidence, and strong progress in the nation's era of ascent, for peace, independence, democracy, strength, prosperity, civilization, happiness, and steadfast progress towards socialism."
A total of 1,586 delegates are attending the congress, representing party committees directly under the Central Committee, party committees within central agencies, the armed forces, and overseas party organizations, as per the delegate allocation plan. The 14th Congress will discuss and approve four main documents: the Political Report; the Report on Reviewing Theoretical and Practical Issues from 40 Years of Doi Moi (Renewal); the Report on Reviewing 15 Years of Implementing the Party Charter; and the Report on Reviewing the Leadership and Direction of the 13th Central Committee.
One of the key agendas of the 14th Congress is the election of the 14th Party Central Committee, which is expected to comprise 180 official members and 20 alternate members.

Previously, at the 15th plenum of the 13th Central Committee in late 12/2025, the Central Committee voted with a "high concentration of votes" to approve personnel nominations for the 14th Central Committee. It also nominated personnel for the Politburo, Secretariat, and key leadership positions of the Party and State for the 2026-2031 term. These nominations are to be submitted to the 14th Congress for consideration, decision, and election according to the Party's Charter and regulations.
General Secretary To Lam stated at the closing of the 15th plenum of the 13th Central Committee: "On behalf of the comrades nominated for the next term's Central Committee and leadership positions for the 14th Congress to consider and decide, we thank the comrades of the Central Committee, Politburo, and Secretariat for entrusting us with these duties. We will continue to unite and work with a high sense of responsibility and effectiveness, living up to the trust of the Party and the people."
Recently, the draft documents submitted to the 14th Congress received 14 million comments from 5 million cadres, party members, and the public. The 15th plenum of the 13th Central Committee discussed and unanimously approved the draft, including the Political Report and the Action Program. The Central Committee identified three strategic breakthroughs: improving institutions, promoting decentralization and devolution of power; advancing science, technology, innovation, and digital transformation; improving the quality of human resources and creating breakthroughs in infrastructure, especially in transport, technology, and energy.
