This information was released in Resolution 12 of the 13th Central Committee's 12th session, signed by General Secretary To Lam on 19/7.
During the two-day meeting (18-19/7), the Central Committee agreed on the policy of developing strategic and higher-level personnel plans, including for the 14th Politburo and Secretariat. They also discussed criteria, structure, number, and allocation principles for delegates to the 14th National Congress, and provided direction for the structure and number of Central Committee members for the new term.

Regarding document preparation for the 14th National Congress, the Central Committee agreed to combine three major reports: the Political Report, the Socio-Economic Report, and the Report summarizing Party building and implementation of the Party Charter. The Central Committee also approved the basic content of the draft Political Report, the draft Report summarizing theoretical and practical issues of socialist-oriented innovation, and the draft Report summarizing the implementation of the Party Charter.
The Central Committee agreed to amend several key resolutions as proposed by the Government Party Committee, including: Resolution 18 on land; Resolution 19 on renovating the organization and management of public service units; Resolution 27 on building and completing the state governed by law; and Resolution 29 on innovation in education and training. Delegates also provided input on amending the Conclusion of the 6th Central Committee Meeting of the 13th tenure regarding the national master plan for 2021-2030, with a vision to 2050.
At the meeting, the Central Committee decided to dismiss four former senior leaders, Nguyen Xuan Phuc, Vo Van Thuong, Vuong Dinh Hue, and Le Minh Khai, from all Party positions, and expelled Nguyen Thi Kim Tien from the Party. The Central Committee also agreed to allow Do Duc Duy and Vo Chi Cong to resign as members and alternate members of the Central Committee, and gave their opinion for the Politburo to nominate a candidate for Minister of Agriculture and Rural Development to the National Assembly for approval.
In his closing remarks on the afternoon of 19/7, General Secretary To Lam emphasized that preparations for personnel work for the 14th National Congress must be "synchronous, scientific, methodical, rigorous, democratic, objective, and transparent," prioritizing national interests above all else.
He highlighted the importance of quality, effectiveness, work products, and dedication as the primary measures for evaluating, arranging, and utilizing personnel, ensuring a balance between standards and structure, inheritance and innovation, commonality and specificity, expertise and practice, prestige, and development potential. He demanded that no one who fails to meet the standards be allowed to participate in the next Central Committee.
The General Secretary requested agencies to find effective solutions to address the situation where personnel who have just been planned and appointed are then subjected to disciplinary action or criminal prosecution.
