Pham Duc An, 56, from Nghe An, has been appointed governor of the State Bank of Vietnam. He holds a master's degree in business administration, a bachelor's degree in economic law, and a bachelor's degree in finance and banking. He is also a member of the 14th Party Central Committee.
An brings over 30 years of experience in the banking sector, having risen from a specialist and deputy department head at the Vietnam Bank for Investment and Development (BIDV). His extensive career includes roles such as director of the Legal Department, director of the Hung Yen Branch, deputy general director, and general director of BIDV. He also served as general director of the Vietnam-Russia Joint Venture Bank, chairman of the Board of Members of the Vietnam Bank for Agriculture and Rural Development (Agribank), chief of staff of the State Bank, and chairman of the Vietnam Banks' Association.
In 12/2024, he was transferred to serve as deputy secretary of the Provincial Party Committee and chairman of the Quang Ninh Provincial People's Committee. Two years later, he was reassigned as deputy secretary of the City Party Committee and chairman of the Da Nang City People's Committee.
