On the morning of 18/11, Phan Thien Dinh was elected chairman of Ha Tinh Provincial People's Committee at the 33rd (specialized) session of the 18th term of the provincial People's Council. He replaces Vo Trong Hai, who was assigned as Deputy Secretary of Nghe An Provincial Party Committee on 17/11.
Yesterday, the Party Central Committee's Secretariat appointed Dinh as Deputy Secretary of Ha Tinh Provincial Party Committee for the 2025-2030 term.
Upon accepting the role of chairman of the provincial People's Committee, Phan Thien Dinh pledged to build on the experience and achievements of previous Ha Tinh leaders. He committed to working diligently with the provincial Party Committee, government, and people to achieve all set socio-economic development goals.
During the same session, the Ha Tinh Provincial People's Council also elected Duong Tat Thang, head of the Provincial Party Committee's Inspection Commission, as Standing Vice Chairman of the Provincial People's Council. He replaces his predecessor, Tran Tu Anh, who transferred to another position.

Phan Thien Dinh hails from Thuan An ward, Hue City. He holds a Bachelor of Economics, a Bachelor of Law, and a Master of Public Administration. With over 30 years of public service, he has held various positions, including: director of the Department of Planning and Investment; vice chairman of Thua Thien Hue Provincial People's Committee; secretary of Hue City Party Committee; secretary of Thuan Hoa District; and head of the Economic - Budget Committee of Hue City People's Council. On 4/10/2025, he was elected Deputy Secretary of Hue City Party Committee for the 2025-2030 term, and 13 days later, he was elected chairman of Hue City People's Committee.
Ha Tinh province spans nearly 6,000 km2 and has a population of over 1,6 million. In the first 9 months of 2025, the province's budget collection was estimated at 15,677 billion VND, achieving 88% of the forecast and increasing by 12% year-on-year.
For the 2026-2030 period, Ha Tinh aims for an average GRDP growth of 10% or more, a 2030 income of 80 million VND, 4 billion USD in exports, and 18,000-20,000 businesses. The province prioritizes digital transformation, high-quality human resource development, modern infrastructure development, and attracting strategic projects to establish Vung Ang as an industrial-energy-logistics hub. Additionally, it focuses on developing smart industry and agriculture, high-quality services, environmental protection, and climate change adaptation.
