The Secretariat made the decision to discipline Ngoc during a meeting on 16/9, following a proposal from the Central Inspection Committee.

The Secretariat concluded that Ngoc exhibited political ideology, ethical, and lifestyle degradation. He violated Party regulations and state laws in fulfilling his assigned responsibilities, including those related to preventing corruption, waste, and negative practices. Furthermore, he breached rules governing Party members' conduct and their duty to set an example.

These violations resulted in serious consequences, provoking public outrage and significantly damaging the reputation of the Party organization, the locality, and his former agencies and units.

Consequently, the Secretariat decided to expel Nguyen Huy Ngoc from the Party and urged relevant authorities to promptly implement administrative disciplinary actions consistent with the Party's decision.

On 10/9, Ngoc and Dr. Le Dinh Thanh Son, director of Phu Tho Provincial General Hospital, were indicted and temporarily detained by the Department of Corruption, Economic, and Smuggling Crime Investigation (C03) under the Ministry of Public Security. They face charges of receiving bribes.

According to the Ministry of Public Security, both individuals are accused of "receiving substantial bribes". C03 is currently expanding its investigation to clarify the roles and actions of the defendants and other involved parties, while also working to recover assets for the state.

Nguyen Huy Ngoc, 56, dedicated most of his career to Phu Tho's health sector. His roles included head of department, deputy director, and then director of the Provincial General Hospital. Subsequently, he served 11 years as deputy director and director of the Department of Health.

In 10/2024, Ngoc was elected vice chairman of Phu Tho provincial People's Committee. By late 2025, he had been appointed professor in Medicine.
