On the afternoon of 10/6, the National Assembly Standing Committee discussed the plan and outline for a specialized supervision topic: "The implementation of policies and laws regarding the management and use of public assets, specifically office buildings, after the reorganization of apparatus and administrative units."
The National Assembly Standing Committee agreed that the supervision would be carried out from 1/3/2025, when agencies and units begin reorganizing their apparatus, until 31/12/2026. This initiative aims to ensure effective management and use of public assets, assess the current situation, identify shortcomings, and propose solutions for policy improvement.
According to the draft, the Supervision Delegation plans to organize four working groups to conduct oversight and surveys in 12 provinces and cities, including: Ha Noi, Hai Phong, Thanh Hoa, Phu Tho, TP HCM, Can Tho, An Giang, Tay Ninh, Da Nang, Dak Lak, Gia Lai, and Khanh Hoa. The delegation will focus on the development and promulgation of policies and legal regulations related to the management and use of office buildings following the reorganization.
The head of the Supervision Delegation is Vice Chairwoman of the National Assembly Nguyen Thi Hong. Mr. Phan Van Mai, Chairman of the Economic and Finance Committee, serves as the permanent deputy head. The other two deputy heads are Mr. Phan Chi Hieu, Chairman of the Legal and Justice Committee, and Ms. Le Thi Nga, Chairwoman of the Public Petitions and Supervision Committee. Additionally, the delegation includes members, delegates, and experts in the field.
Key areas of supervision include: reviewing the results of allocating and handling surplus office buildings; assessing the management, exploitation, and use of public assets; and evaluating the development and operation of databases and digital transformation applications in public asset management. Inspections, audits, handling of violations, and the responsibilities of relevant agencies, organizations, and individuals are also central aspects included in the supervision program.

The National Assembly Standing Committee requested the Supervision Delegation to continue reviewing and refining the draft supervision report outline and related appendices. The focus should be on major, key, and highly practical issues. The report content must directly serve to accurately assess the current situation, identify existing shortcomings and limitations, clarify their causes, and propose solutions to improve policies and laws, thereby enhancing the effectiveness of public asset management and the use of office buildings.
The Supervision Delegation was also asked to research and build upon previous supervision results, and refer to the one-year preliminary review of the two-tier local government model and the political system after reorganization. Additionally, recent specialized inspections, examinations, and audits should be utilized to facilitate a comprehensive and objective assessment.
The National Assembly Standing Committee assigned the Standing Committee for Economic and Finance and the Supervision Delegation's support group to fully incorporate feedback from the National Assembly Standing Committee, ministries, sectors, and relevant agencies regarding the supervision plan and its accompanying outline.
